Career Highlights

  • California Association of Highway Patrolmen (2024 – 2025) Served as CEO for the largest state peace officer association in the country. Member of negotiating team leading to successful collective bargaining agreement for 2024-2027. Advised and consulted on litigation matters, peace officer discipline cases, and administrative and budgetary matters. Travel throughout the United States, representing the Association at memorial services for fallen peace officers.

  • Goyette, Ruano & Thompson (2014 – 2024) Practiced employment and labor law. Defended peace officers and firefighters statewide in labor relations disputes and personnel actions and related civil proceedings. Represented a diverse clientele involving employment and labor issues, administrative law, civil writs and appeals in state and federal court, and criminal appeals.

  • 1 Horizon Brokerage Services, Inc. (2013 – 2021) Founding partner and designated broker of a commercial brokerage specializing in the marketing and acquisition of recreational and hospitality properties nationwide.

  • California Department of Justice (1995 – 1997) Advised and represented gubernatorial appointees and public officials in the areas of administrative, employment, labor, and personnel law. Litigated in state and federal court on behalf of state agencies in civil rights and employment related actions. Clients included the Department of Justice, the California Highway Patrol, the Bureau of Narcotics Enforcement, the Department of Motor Vehicles, the Employment Development Department, and the California Lottery.

  • Sacramento County District Attorney's Office (1994 – 1995) Trial deputy prosecuting cases before juries involving domestic violence, illegal weapons possession, controlled substance crimes, and driving under the influence offenses. Opposed evidentiary suppression motions and engaged in negotiated pleas resulting in criminal convictions. Represented Sacramento County in LPS hearings regarding the confinement of our mentally ill.

  • Downey Brand, LLP (1992 – 1994) Litigated in state and federal court on matters involving corporate law, business and contractual disputes, and alleged employment discrimination. Drafted and argued pre-trial motions, contributed to appellate briefs, engaged in complex civil discovery, and practiced administrative law before the Workers Compensation Appeals Board.
